Located in downtown Minneapolis, HOPE (Housing Opportunities for People to Excel) Harbor offers affordable rent to individuals with low income. Some residents are eligible to pay on a sliding scale that is equal to a third of their income. Though most residents stay just a few years, others make HOPE Harbor their long-term home.
